BORDER BOWLS COMPETITION RULES AND REGULATIONS
PREAMBLE
It should be appreciated that no code of laws governing a game has yet achieved such perfection as to cope with every situation that might arise and the code of laws governing the sport of bowls is no exception. Unusual incidents not definitely provided for in the Laws of the Sport of Bowls frequently occur. It is well, therefore, to remember that both the Laws of the Sport of Bowls and the Border Bowls Competition Rules and Regulations have been framed in the belief that true sportsmanship will prevail and that in the absence of any express rule or regulation in a given set of circumstances common sense will find a way to provide a happy solution to a knotty problem.
1 COMPETITION RULES AND REGULATIONS
1.1 The BB Competition Rules and Regulations, called Bye-Laws, are specific Rules and Regulations that are approved by the Executive and ratified by Council for the purpose of governing the basis on which district competitions must be contested and they shall be binding on and shall be strictly adhered to by all district bodies, Sub-Districts, Clubs and individual players.
Drawn up subject to the conditions of Bowls SA Domestic Regulations and General Conditions of Play – as per Laws of the Sport of Bowls – Third Edition.
1.2 The Executive of the Association shall adjudicate on any dispute relative to the rules of play in the district competitions according to the Laws of the Sport of Bowls, the Constitution of BB and the BB Competition Rules and Regulations. Should these rules and regulations not be adhered to, then the BB executive shall have the right to deduct points or if necessary scratch or suspend the offending party.
1.3 The Secretary of BB shall furnish every club with a copy of the Rules and Regulations and of amendments made from time to time. It shall be incumbent on office bearers of all Clubs and their Executive Committee to acquaint the members of the clubs with these Rules and Regulations and to assist in upholding the provisions therein.
1.4 The District Competition Secretaries shall:
1.4.1 approach all affiliated clubs calling for entries to official competitions, championships or league fixtures and include conditions of play for the relevant competition.
1.4.2 send notification of pending fixtures allowing sufficient time to receive in return from the clubs all the entries, by the stipulated closing date for entries. Where Sub-Districts administer the first stages of any Championship event, all entry forms detailing players and the BOWLS SA Registration Numbers are to be submitted to the District Executive by the closing date of the competition.
1.4.3 organise the draw for the event, in co-operation with the Competition Committees. In the event that the number of entries is insufficient to play down to the last sixteen (16), as stipulated in the relevant bye-law, the Competition Committee shall have the authority to adjust the draw of qualifiers in order to suit the circumstances.
1.4.4 in all Championships/Competitions promoted by the Association, should there be three teams or individuals in a section or a playoff, the winner shall be determined by a Round Robin, namely A shall play B, the loser shall play C, C shall play the winner of A or B.
1.4.5 pay attention to the current BOWLS SA Constitution and in particular to Paragraph 11 which deals with Subscriptions and Levies. The relevant section 11.1.1 covering the payment of Subscriptions inter alia includes the following sentence “In the case of Dual Members such subscriptions will be payable at the member’s first call club at which the member is registered to play District Competitions.”
Players however cannot play Championship Pairs, Championship Singles or Border League for more than one club and will have to play out of their “first call” club for these events. i.e. where their annual BOWLSA subscription is paid.
1.4.6 prepare charts and other records required for the staging of the event.
1.4.7 arrange the fixtures to be played at a venue and on a date and at a time as decided by the Executive and subject to the conditions as laid down by the Executive.
1.5 If a player or a club who has submitted an entry withdraws after the draw for an event has taken place, the entry fee will be forfeited and paid into the bank account of BB.
1.6 If a player or a team has officially entered but fails to play in a scheduled match then the match will be awarded to the opposing player or team.
1.7 Competitors shall be allowed THIRTY (30) minutes grace after the stipulated time for the starting or continuing of a competition, and unless an explanation satisfactory to the presiding official or umpire is given, the offending players shall be deemed to have scratched and the points shall be awarded to their opponents.
1.8 If a player or a team fails to make an appearance at the competition for which they are officially entered without a valid reason or fails to commence or complete the match without a valid reason they will not be allowed to submit an entry in the following season for that particular competition.
1.9 In the event that a player or a team withdraws due to unforeseen circumstances deemed by the Executive to be valid or is disqualified before a competition, championship or league fixture is completed, the scores that have been recorded for or against that player or team shall be expunged from the records.
1.10 The delegated Executive Member of the Association or his nominee who is present at the playing venue of each competition shall be the Controlling Body for that competition and shall decide whether a match shall be commenced or continued because of inclement weather or unforeseen circumstances, provided that:
1.10.1 any action taken shall be immediately reported to the respective District Competition Secretary.
1.10.2 players shall not leave the premises until authorised to do so by the official in charge who shall obtain the prior authority of the respective District Competition Secretary so to act.
1.11 Should adverse weather conditions or any other special circumstances prevent the commencement or completion of any match then at its discretion the Executive shall extend the dates of play. Any match which is incomplete or postponed owing to inclement weather conditions shall be completed on or before a date fixed by the Executive Committee. All interrupted games shall be resumed from the last completed end at which play was stopped, irrespective of the number of ends played.
1.12 In order to complete an interrupted competition, notwithstanding the specific rules applicable to each competition, the Controlling Body may in exceptional circumstances reduce the number of ends to be played in a match to a minimum of 15 ends or reduce the number of shots to be scored in a match. In the event of a game having progressed beyond the stipulated minimum of 15 ends the results, as at the last completed end will be the final score.
1.13 A club or player feeling aggrieved by any decision of an Umpire based on alleged misinterpretation of the Laws of the Sport of Bowls or conditions of the competition or tournament, may appeal through his Club in writing to the Association who shall review the circumstances and adjudicate upon them. No protest in connection with the result of a game or match or an alleged infringement of the Laws of the Sport of Bowls during the playing of the game shall be considered unless it is made to the Umpire in the first instance. Subsequent play must proceed and the scorecards noted accordingly. On receipt of the protest, the Umpire shall take steps within FORTY EIGHT (48) hours to bring the protest to the notice of the Executive of the Association.
1.14 The official in charge at the staging club shall refer any contentious matters or incidents arising during the playing of any competition to the respective District Competition Secretary.
1.15 The official on duty for the competition shall deliver or hand all scorecards to the respective District Competition Secretary no later than the Monday morning following the competition.
1.16 The District Competition Secretary need keep the scorecards for a period of only one month but shall keep as a permanent record in a retrievable form the results of the final rounds of the last 16 or last 8 players.
1.17 If the organisation and running of any round of a fixture is delegated to a club or clubs then BB shall, after an inspection and notwithstanding any consultation with the green keeper, have the power to instruct the club as to which green or greens shall be used for play.
1.18 Clubs where BB matches are scheduled to take place will be responsible for the:
1.18.1 proper condition of the greens and will lay them out as required by BB. If a club has made its green available for a BB fixture and is of the opinion that its green will not be suitable or ready for that fixture, the club concerned shall inform the relevant Competition Secretary at least fourteen (14) days before the proposed date for such fixture. The Competition Secretary shall then allot the fixture to another club and inform all the participants and officials of the change in venue.
1.18.2 provision of the ancillary equipment that is required on and around the green in order to stage the event and play the game.
1.18.3 appointment of Technical Officials for the event, although they are at liberty to approach the BB Standing Committee for Technical Officials for assistance in this regard
1.18.4 catering arrangements of an acceptable standard.
1.18.5 provision and the management of suitable bar facilities.
1.18.6 collection of green fees from the players, who shall pay the green fees as approved from time to time at the Annual General Meeting.
1.19 A separate or collective prize giving function for all events will be held at a venue, date and time as determined by the Executive Committee.
1.20 The Treasurer shall ensure that money donated for competition prizes is used solely and entirely for
that purpose.
1.21 The recipient of any award in the form of a trophy shall ensure that the nominated official engraver of BB correctly engraves the trophy. BB will issue an official invoice in order to pay for the engraving, but this invoice is only valid for 7 days after which time the club and/or the recipient shall be held liable for the cost of the engraving.
1.22 The club or an individual club member who wins any floating trophy may retain it for a period of one (1) year until the next prize giving, for which occasion it must be handed to the District Competition Secretary in a suitably pristine condition and in good time for the next presentation but not later than one week before the next same event.
1.23 The person accepting any trophy shall acknowledge receipt of that trophy on the occasion of its presentation by signing the Register of Trophies held by the relevant District Competition Secretary.
2 DRESS FOR COMPETITIONS
In accordance with BOWLS SA dress regulations as amended from time to time by BOWLS SA the following will apply:
In all representative matches, other than social games and club competitions, players shall wear either white or cream clothing as specified hereunder. Coloured clothing may be worn subject to all members of a team being uniformly dressed. Controlling Bodies may authorise variations in these clothing specifications from time to time. Furthermore, the Controlling Body shall have the right, even retrospectively, to decide any variation in dress unacceptable, after which such variation in dress shall not be worn.
2.1.1.1 Men
2.1.1.1.1 Headwear, if worn, may have approved insignia or hatbands, can be club approved headwear.
2.1.1.1.2 Shirts shall have conventional collars and be adequately buttoned, can be club approved
2.1.1.1.3 Full length Trousers or Tailored Shorts (knee length) which must have a zip and pockets may be worn, or shorts approved by Bowls SA. (Under no circumstances shall cargo. Combat, draw string, denim trousers or rugby shorts be permitted). Ankle socks, predominately white. Must be worn with shorts. Long socks (Golf hose) are excluded from this dispensation.
2.1.1.1.4 It is now acceptable for individual members in a team event to wear either long or short pants in the same team during competitive play.
2.1.1.1.5 Teams must be uniformly dressed in terms of colour i.e. all the bottoms and all the tops are to be the same colour. This also applies to mixed team events where the team members are required to be uniformly dressed. That if the men are wearing white / cream pants the women must be similarly attired.
2.1.1.1.6 Players, Umpires and Markers shall wear conventional shoes or sport shoes which have continuous smooth soles or sole with a channel rise in the middle of the sole. As long as the sole is clearly in one piece and the heel area does not sit at a different height to the front of the shoe. To assist in traction the sole can have indented grooves up to 2 mm (thickness of a matchstick) but no protuberances. The width of the rear part of the shoe shall be at least 50% of the widest part of the sole. Conventional sandals are acceptable providing they have a back strap. The National Authority reserves the right to allow or disallow the use of specific colours and brands of footwear.
2.1.1.2 Women
2.1.1.2.1 Headwear, if worn, may have approved insignia or hatbands.
2.1.1.2.2 A bowling dress with collar or skirt, divided skirt, walking shorts or slacks and a blouse with collar is permissible provided they are not manufactured from Lycra or any other clinging material. No slacks with side leg pockets or fancy trim is allowed.
2.1.1.2.3 Teams must be uniformly dressed in terms of colour i.e. all the bottoms and all the tops are to be the same colour. This also applies to mixed team events where the team members are required to be uniformly dressed. That if the men are wearing white / cream pants the women must be similarly attired.
2.1.1.2.4 Players, Umpires and Markers shall wear conventional shoes or sport shoes which have continuous smooth soles or sole with a channel rise in the middle of the sole. 2.1.5 All controlling bodies should accept manufacturers branding on bowling apparel provided the manufacturers logo and any coloured lining or coloured flashes on piping and elsewhere do not in total exceed 5% of the visible surface of the garment.
2.2 Controlling bodies may authorise reasonable variations in these dress regulations and shall have the right, even retrospectively, to declare any variation in dress, as unacceptable and thereafter such variation in dress shall not be worn again.
The Controlling bodies for dress shall be:
2.2.1 Club Committee for Club social games and competitions.
2.2.2 Sub-District Executive for Sub-District competitions
2.2.3 District Executive for District competitions.
2.2.4 BOWLS SA Executive for National events.
3 COMPETITIONS
"A" BORDER FOURS CHAMPIONSHIP: WOMEN AND MEN
The Championships will be contested on the following basis:
The championship shall be open to any number of teams of four players plus one reserve from any member club who shall all be members of the same club. The members and any known reserve must be declared prior to the start of the first game. In the event of a team not having a declared reserve and their team becomes a member short then Law 51.9, Law 46 and Domestic Regulations and General Conditions of Play, page 4 will apply.. Teams may not however under any circumstances have more than five eligible players in the team.
Entries shall be made through the Club Secretary on the official entry form and shall be accompanied by the laid down entry fee.
The Championship shall be played on days as decided by the Executive Committee.
The official score card recording the players of the team must be completed by the Skip of the team prior to the commencement of each game.
If the Championship is to be administered during the first stages by the Sub-Districts then the Sub-Districts are to submit all entry forms to the Executive of the Association by the closing date for each championship. The Executive will then advise the Sub-Districts of the number of teams that will qualify for play in the last 8, or16. This will be proportional and calculated on the total number of entries received for the competition.
The Sub-District Executive will then draw the entries into sections and play on the league system. Where appropriate seeding may take place.
The final stages of the competition (last 16) will be an open draw by the Border Executive, but where appropriate seeding may take place, and will be on the knock out system.
In the event of the Championship not being administered by the sub districts, play will be on consecutive days at a venue decided by the Border Executive.
Teams will be drawn in Sections and there will be one winner per section.
The section winner play off will be on the knock out system.
Games will consist of 21 ends, unless otherwise decided by the controlling body. In the event of a tie after the twenty first end in the knock out stages, an extra end will be played to decide the winner.
Depending on the entries received and any other relevant issue, the Executive will decide on whether there will be a play off for third and fourth positions by the losing semi finalists.
In the Women's event the winner will receive the Floating Trophy and the runner up the Mabel Fuller Trophy.
In the Men's event the winner will receive the Clarke Cup and the runner up will receive the Lou Levine Trophy.
Cash or other prizes will be awarded at the discretion of the Executive.
Any scratching from the event must be advised to the relevant Competition Secretary of Border Bowls.
"B" BORDER TRIPS CHAMPIONSHIP: WOMEN AND MEN
The Championships will be contested on the following basis:
The championship shall be open to any number of teams of three players plus one reserve from any member club who shall all be members of the same club. The members and any known reserve must be declared prior to the start of the first game. In the event of a team not having a declared reserve and their team becomes a member short, then Law 51.9, Law 46 and Domestic Regulations and General Conditions of Play, page 4 will apply. Teams may not however under any circumstances have more than four eligible players in the team.
Entries shall be made through the Club Secretary on the official entry form and shall be accompanied by the laid down entry fee.
The Championship shall be played on days as decided by the Executive Committee.
The official score card recording the players of the team must be completed by the Skip of the team prior to the commencement of each game.
If the Championship is to be administered during the first stages by the Sub-Districts then the Sub-Districts are to submit all entry forms to the Executive of the Association by the closing date for each championship. The Executive will then advise the Sub-Districts of the number of teams that will qualify for play in the last 8 or 16. This will be proportional and calculated on the total number of entries received for the competition.
The Sub-District Executive will then draw the entries into sections and play on the league system. Where appropriate seeding may take place.
The final stages of the competition (last 16) will be an open draw by the Border Executive, but where appropriate seeding may take place, and will be on the knock out system.
In the event of the Championship not being administered by the sub districts, play will be on consecutive days at a venue decided by the Border Executive.
Teams will be drawn in Sections and there will be one winner per section.
The section winner play off will be on the knock out system.
Games will consist of 18 ends, unless otherwise decided by the controlling body. In the event of a tie after the last end in the knock out stages, an extra end will be played to decide the winner.
Depending on the entries received and any other relevant issue, the Executive will decide on whether there will be a play off for third and fourth positions by the losing semi finalists.
In the Women's event the winner will receive the Madge Strickland Floating Trophy and the runner up the Judy Armist Floating Trophy.
In the Men's event the winner will receive the Ben Wolk Memorial Trophy and the runner up will receive the Cyril Sinclair Floating Trophy.
Cash or other prizes will be awarded at the discretion of the Executive.
Any scratching from the event must be advised to the relevant Competition Secretary of Border Bowls.
"C" BORDER PAIRS CHAMPIONSHIP: WOMEN, MEN and MIXED
The Championships will be contested on the following basis:
The championship shall be open to any number of teams of two players and one registered reserve from any member club, who shall be fully registered members of the same club and accordingly pay their annual levies through that club. then Law 33.9, Law 39 and Domestic Regulations and General Conditions of Play, page 4 will apply.
Entries shall be made through the Club Secretary on the official entry form and shall be accompanied by the laid down entry fee.
The Championship shall be played on days as decided by the Executive Committee.
The official score card recording the players of the team must be completed by the Skip of the team prior to the commencement of each game.
If the Championship is to be administered during the first stages by the Sub-Districts then the Sub-Districts are to submit all entry forms to the Executive of the Association by the closing date for each championship. The Executive will then advise the Sub-Districts of the number of teams that will qualify for play in the last 8 or 16. This will be proportional and calculated on the total number of entries received for the competition.
The Sub-District Executive will then draw the entries into sections and play on the league system. Where appropriate seeding may take place.
The final stages of the competition (last 16) will be an open draw by the Border Executive, but where appropriate, seeding may take place, and will be on the knock out system.
In the event of the Championship not being administered by the sub districts, play will be on consecutive days at a venue decided by the Border Executive.
Teams will be drawn in Sections and there will be one winner per section.
The section winner play off will be on the knock out system.
Games will consist of 21 ends, unless otherwise decided by the controlling body. In the event of a tie after the last end in the knock out stages, an extra end will be played to decide the winner.
Depending on the entries received and any other relevant issue, the Executive will decide on whether there will be a play off for third and fourth positions by the losing semi finalists.
In the Women's event the winner will receive the Pairs Championship Floating Trophy, the runner up the Alice Stead Floating Trophy and the bronze winner will receive the June Sparg Salvo and the fourth place the Friendship Trophy.
In the Men's event the winner will receive the Scottish Cup Trophy.
Cash or other prizes will be awarded at the discretion of the executive.
Any scratching from the event must be advised to the relevant Competition Secretary of Border Bowls.
"D" BORDER SINGLES CHAMPIONSHIP: WOMEN AND MEN
The Championships will be contested on the following basis:
The championship shall be open to any fully registered bona fide member of any member club and who accordingly pay their annual levies through that Club.
Entries shall be made through the Club Secretary on the official entry form and shall be accompanied by the laid down entry fee.
The Championship shall be played on days as decided by the Executive Committee.
If the Championship is to be administered during the first stages by the Sub-Districts, the Sub-Districts are to submit all entry forms to the Executive of the Association by the closing date for each championship. The Executive will then advise the Sub-Districts of the number of players who will qualify for play in the last 8 or 16. This will be proportional and calculated on the total number of entries received for the competition.
The Sub-District Executive will then draw the entries received and depending on local circumstances either play on a league basis or knock out system. Where appropriate seeding may take place.
The final stages of the competition (last 8 or 16) will be an open draw by the Border Executive, will be on the knock out system, where appropriate seeding may take place,
In the event of the Championship not being administered by the sub districts, play will be on consecutive days at a venue decided by the Border Executive and under the same conditions as provided for in Paragraph 52.
Players will not be required to play more than three rounds on any one day.
Games will consist of twenty-one (21) shots. In the event of play being conducted on a League basis the winner will be decided first on points and if there are more than one player with the same number of points, then the net total of shots, refer Law 27 of the Laws of the Sport of Bowls.
Players will not be permitted to approach the head until each player has played a minimum of three bowls unless the circumstances at the head are of such a nature that the Marker needs to invite the players to examine the position of the bowls.
No substitute for a competitor already entered shall be permitted after the draw has been done.
Depending on the entries received and any other relevant issue, the Executive will decide on whether there will be a play off for third and fourth positions by the losing semi finalists.
In the Women's event the winner will receive the Judy Armist Floating Trophy together with the Border Singles Gold Broach for a period of one year. The runner up will receive the Executive Floating Trophy.
In the Men's event the winner will receive the Mager Cup and the runner up will receive the Kirsh Cup.
Cash or other prizes will be awarded at the discretion of the executive.
Any scratching from the event must be advised to the relevant Competition Secretary of Border Bowls.
"E" BORDER SENIOR SINGLES CHAMPIONSHIP: WOMEN AND MEN
The Championships will be contested on the following basis:
It shall be open to any number of bona fide members from any member club who shall be at least sixty (60) years of age on the 31 December of the previous year.
Entries shall be made through the Club Secretary on the official entry form and shall be accompanied by the laid down entry fee.
The Championship shall be played on days as decided by the Executive Committee.
If the Championship is to be administered during the first stages by the Sub-Districts, the Sub-Districts are to submit all entry forms to the Executive of the Association by the closing date for each championship. The Executive will then advise the Sub-Districts of the number of players who will qualify for play in the last 8, 16 or 32. This will be proportional and calculated on the total number of entries received for the competition.
The Sub-District Executive will then draw the entries received and depending on local circumstances play either on a league basis or the knock out system. Where appropriate seeding may take place.
The final stages of the competition (last 16) will be an open draw by the Border Executive, but where appropriate seeding may take place, and will be on the knock out system.
In the event of the Championship not being administered by the sub districts, play will be on consecutive days at a venue decided by the Border Executive and be on the same basis as provided for in Paragraph 67.
Players will not be required to play more than three rounds on any one day.
Games will consist of twenty-one (21) shots. In the event of play being conducted on a League basis the winner will be decided first on points and if there are more than one player with the same number of points, then then the net total of shots, refer Law 44 of the Laws of the Sport of Bowls.
Players will not be permitted to approach the head until each player has played a minimum of three bowls unless circumstances at the head are of such a nature that the Marker needs to invite the players to examine the position of the bowls.
No substitute for a competitor already entered shall be permitted after the draw has been done.
Depending on the entries received and any other relevant issue, the Executive will decide on whether there will be a play off for third and fourth positions by the losing semi finalists.
In the Women's event the winner will receive the Edith Greenwood Floating Trophy and the runner up the Grace Clarke Floating Trophy.
In the Men's event the winner will receive the Stevenson Mitchell Cup and the runner up the Jenkelson Cup.
Cash or other prizes will be awarded at the discretion of the executive.
Any scratching from the event must be advised to the relevant Competition Secretary of Border Bowls.
"F" BORDER NOVICE SINGLES CHAMPIONSHIP: MIXED OR WOMEN AND MEN
The Championship will be contested on the following basis:
It shall be open to any number of bona fide members of member clubs who have been registered as bowlers for a period of three (3) years or less.
Players who have won a Border or other District Single Championship event will not be eligible to enter.
Entries shall be made through the Club Secretary on the official entry form and shall be accompanied by the laid down entry fee.
The Championship shall be played on days as decided by the Executive Committee.
If the Championship is to be administered during the first stages by the Sub-Districts, the Sub-Districts are to submit all entry forms to the Executive of the Association by the closing date for each championship. The Executive will then advise the Sub-Districts of the number of players who will qualify for play in the last 8 or 16. This will be proportional and calculated on the total number of entries received for the competition.
The Sub-District Executive will then draw the entries received and depending on local circumstances play either on a league basis or the knock out system. Where appropriate seeding may take place.
The final stages of the competition (last 16) will be an open draw by the Border Executive, but where appropriate seeding may take place, and will be on the knock out system.
In the event of the Championship not being administered by the sub districts, play will be on consecutive days at a venue decided by the Border Executive and be on the same basis as provided for in Paragraph 81.
Players will not be required to play more than three rounds on any one day.
Games will consist of twenty-one (21) shots. In the event of play being conducted on a League basis the winner will be decided first on points and if there are more than one player with the same number of points, then then the net total of shots, refer Law 27 of the Laws of the Sport of Bowls.
Players will not be permitted to approach the head until each player has played a minimum of three bowls unless circumstances at the head are of such a nature that the Marker needs to invite the players to examine the position of the bowls.
No substitute for a competitor already entered shall be permitted after the draw has been done.
Depending on the entries received and any other relevant issue, the Executive will decide on whether there will be a play off for third and fourth positions by the losing semi finalists.
The winner will receive the Tiny Robertse Floating Trophy and the runner up the Novice Singles Floating Trophy.
In the event of the Championship being played separately for women and men, the winner and the runner up will receive a trophy as well as an award as decided by the Executive.
Cash or other prizes will be awarded at the discretion of the executive.
Any scratching from the event must be advised to the relevant Competition Secretary of Border Bowls.
"G" CLUB CHAMPION OF CHAMPIONS PAIRS: WOMEN AND MEN
The Championships will be contested on the following basis:
It shall be open to any fully registered bona fide pairs combination from any member club who has won the Pairs Championship of that Club during the current season.
No reserve or substitute shall be permitted at the time of the commencement of the competition at Club level.
To qualify for the event pairs must have played a minimum of two games to win the Club Championship.
Entries shall be made through the Club Secretary on the official entry form and shall be accompanied by the laid down entry fee and a copy of the chart of the club pair’s competition for that year. The Championship will be played on days as decided by the Executive Committee.
Any scratching after the entry has been received must be notified to the relevant Competition Secretary without delay.
Teams shall be drawn into sections on the league system. There will be one winner per section and the section play-off will be on the knock out system.
Games will be played on the four by four method and shall consist of twenty one (21) ends or as decided by the controlling body.
Depending on the entries received and other relevant issues, the Executive will decide on whether there will be a play-off for third and fourth positions by the losing semi-finalists.
The winners of the Women’s event will receive the Struthers Owen Floating Trophy and the runner up the Members Floating Trophy.
The winner of the Men’s event will receive the Arthur Laing Memorial Trophy.
Cash or other prizes will be awarded at the discretion of the Executive.
"H" CLUB CHAMPION OF CHAMPIONS SINGLES: WOMEN AND MEN
The Championships will be contested on the following basis:
It shall be open to any fully registered bona fide player of a member Club who has won the Singles Championship of that Club during the current season.
To qualify for the event the player must have played at least two games in the Club Championship.
Entries shall be made through the Club Secretary on the official entry form and shall be accompanied by the laid down entry fee and a copy of the chart of the Clubs singles competition for that year.
The Championship will be played on days as decided by the Executive Committee.
Entries will be drawn into sections on the league system. There will be one winner per section and the section play off will be on the knock out system.
Any scratching after entries have been received must be notified to the relevant Competition Secretary.
Games will consist of twenty-one (21) shots. In the event of play being conducted on a League basis the winner will be decided first on points and if there are more than one player with the same number of points, then then the net total of shots, refer Law 27 of the Laws of the Sport of Bowls.
Players will not be permitted to approach the head until each player has played a minimum of three bowls unless circumstances at the head are of such a nature that the Marker needs to invite the players to examine the head.
Depending on the entries received and other relevant factors, the Executive will decide on whether there will be a play off for third and fourth positions by the losing semi-finalists.
The winner of the women's event will receive the Nelson Trophy and the Marion Waddel Floating Gold Broach. The runner up will receive the Closenberg Trophy.
The winner of the men's event will receive the Ellis Brown Shield.
Cash or other prizes will be awarded at the discretion of the Executive.
"I" MASTERS SINGLES CHAMPIONSHIP: WOMEN AND MEN
The Championships for women and men will run concurrently but as separate events and be contested on the following basis:
There will be twelve players each year in the Women’s Masters Singles and twelve players in the Men's Masters Singles who shall be selected by the Border Selectors.
The current winner of the Border Open Champion Singles, Border Senior Championship Singles, Border U25 Championship Singles and U25 Masters Singles in that year, and the winner of the previous years Masters Singles, will be automatic selections of each twelve.
The Championship will be played on days as decided by the Executive Committee.
The players will be drawn into two sections of six (6) each and be played on the league system.
The games will consist of twenty-one (21) shots. In the event of play being conducted on a League basis the winner will be decided first on points and if there are more than one player with the same number of points, then then the net total of shots, refer Law 27 of the Laws of the Sport of Bowls.
There will be one winner per section.
Players will not be permitted to approach the head until each player has played a minimum of three bowls unless circumstances at the head are of such a nature that the Marker needs to invite the players to examine the position of the bowls.
The tournament will be arranged and carried to its conclusion by the Border Bowls Executive.
The two section winners will play in the final and the runners up will play for third and fourth position.
The winners of the Women’s Masters will receive the Border Masters Singles Trophy and the runner up will receive the Gwen van Heerden Floating Trophy.
The winner of the Men's Masters will receive the Snowflake Trophy and the runner up the Perm Trophy.
Cash or other prizes will be awarded at the discretion of the Executive.
"J" COOK SHIELD: WOMEN

PREMIER LEAGUE:
This league will consist of ONE section of Six sides, having TWO teams of FOUR players in each side.
No club shall have more than ONE side in the section.
FIRST LEAGUE
This league will consist of ONE section of Six sides, having TWO teams of FOUR players in each side.
No club shall have more than TWO sides in the section.
SECOND LEAGUE ONWARDS
This league will consist of one section of six teams of FOUR wishing to enter with the format of play being decided on by the Executive after entries have been received.
Clubs may have more than ONE team in these leagues.
There shall be no afternoon tea break.
Ladies league may be differently categorised and run on consensual agreement. General rules to apply
MEN and LADIES INTER-CLUB LEAGUE
These competitions shall be Inter – Club competitions to be run on a league basis, the format to be decided by the Executive and are to be played under the following By – Laws.
A player may play in more than one league during the same calendar year .
A player may only represent one club during a calendar year in the Border league
Each Club shall appoint a Captain for each side or team entered.
All teams in each side shall play at the same venue, preferably on adjoining rinks and the Executive shall, as far as possible, arrange for a side to play alternately at its own Club and the Club of its opponents.
Except as provided for in clause 153 hereof, each match shall consist of twenty-one (21) ends, unless prior to the match the Executive have decided for good reason that a lesser number of ends shall be played.
There shall be no afternoon tea break.
Scoring Premier and First league MEN
3 sets of 7 ends = 1 point per set.(x2)
2 points per game for a win ( 1 point each if peeled )(x2)
3 bonus points on shot difference .
Total 13 points per game.
Second league down to sixth league MEN.
3 Sets of 7 ends = 1 point per set.
2 points per game for a win ( 1 point each if peeled)

Should it not be possible because of adverse weather, or for any other reason for all teams in a match to complete twenty-one (21) ends during ONE (1) playing session (i.e. in one morning or one afternoon) the match shall be deemed to have been completed if all teams in the side have completed at least fifteen (15) ends. The score for each game shall be taken at the last completed end of each individual game. Should the match not be completed or not played at all the total points shall be shared equally by both sides. ( i.e. 2.5 points each.)
In the event of adverse weather the Controlling Body of the hosting Club shall have full jurisdiction over the decision of play.

Each side playing at its home Club shall be responsible for notifying the results of the match to the Association’s office as per the instructions on the cover sheet accompanying the draw.
Should a Club include an ineligible player in any of its teams, the side or team shall not receive any points for the game and TWO (2) points shall be awarded to its opponents.
A substitute from the same Club, as the player being substituted, may be utilised in the event of illness occurring before or during play. In the event of no suitable substitute being available then play should continue with the remaining three players from that team, with the lead playing four bowls. No interchange of players between the two teams may take place. Scoring to be based on regulation 39.2.2.2 of Laws of the Sport of Bowls.
Should a side fail to appear within 30 minutes after the appointed time for the commencement or resumption of the match: If such side has a reason acceptable to the Executive for its failure to appear, the Executive shall decide if, when and where such a match shall be played or resumed.
Morning Starting Time: 09:00 and afternoon 14:00. Clubs can choose to start earlier if both clubs agree and permission is granted by the secretary of Border Bowls after consultation with the BB President. Morning Hosting clubs to provide tea.
Alternative dates can be arranged between clubs, providing these dates are agreed by both clubs and will be played before the end of the league. The secretary of BB must be informed in writing and after consultation with the BB President, the secretary will reply in writing.
If such side has no reason acceptable to the Executive for its failure to appear, the Executive may award the match to the opposing side, giving it full points.
If a side or one of the teams in a side fail to appear for a match, the Executive shall immediately call for an explanation in writing from that side’s Club. If the explanation is not acceptable to the Executive it may debar the members responsible from playing in some or all the Associations Competitions for a period not exceeding THREE (3) years. The Executive shall award full points to the opposing side.
Should any dispute occur which cannot be settled by the Captains, such disputes shall in the first instance be referred to the Umpire on duty and thereafter dealt with in terms of Law 1.13 of the Executive within SIX (6) days of the completion of the match and the decision of the Executive shall be final and binding. Home clubs to provide umpires where possible. Should a home club not have a non-playing umpire a club player playing who is a registered umpire can be nominated before play to assist on the same green.
The winner of each league shall be the side with the most points, but should TWO (2) or more sides have equal points, the winner shall be the side with the highest net score.
Should an affiliated Club enter an additional side than in the previous year, that side shall be placed in the lowest league, unless the Executive decides otherwise.
Should one or more Clubs enter less sides than in the previous year, the Executive shall have the power to promote more than two sides from each league so affected.
Should it be necessary to restructure the leagues, the Executive shall have the power to promote or relegate more than two sides from each league.
The number of leagues shall be determined by the Executive depending upon the number of entries.
An affiliated Club may enter as many sides as they desire, however no Club shall have more than one side in the Premier League.
Clubs may twin if unable to field a side in order to play in the Premier, First or Second Leagues provided that players in each team is affiliated to the same “Mother Club” This also applies to the Third and following leagues in making up one side. This is subject to the approval of BB.
Promotion and Relegation
a) At the conclusion of the League, Promotion/Relegation will be automatic.. The winning team of each league shall play in the higher league in the following and the loser will move to a lower league.
b) If a club wins the 1st League but already has a side in the Premier League, then no Promotion/Relegation match will take place.
c) Should a side finishing at the top of a division and decline to be promoted then the side remains in that division. No other side may substitute this position.
167) Promotion relegation will apply .The side ending at the bottom of a league will automatically be relegated to the lower league and the side that came first in the lower league will be promoted to the next league.
SPECIAL COMPETITION AWARDS
Border Bowls may only present these awards provided that the specified requirements are met for each of the Competitions.
ISOBEL DUNCAN-BROWN SHIELD: WOMEN
187) The shield shall be awarded to the Border Club Four’s team that produces the best performance at the annual South African National Championship. In the event where two teams have equal results the award will be shared. To qualify for consideration the team must have at least won their section. The Shield will also only be awarded to a club whose members have participated in Border competitions to the satisfaction of the Executive. Should these requirements not be met the award will not be presented that year.
WINNIE WEBSTER TROPHY: WOMEN
204) The trophy will be awarded to the individual bowler who has produced the best results in the annual South African National Singles Championship or Veteran Singles Championship. To qualify for consideration the player must have at least won the section and be in the last 64 or less. The Executive will be the sole judge of which player is to be given the award. Should the requirements not be met the award will not be presented that year.
EDGAR GOLDHILL TROPHY: MEN
205) The trophy will be awarded to a Border Club Four’s team that produces the best results at the annual South African National Championship. In the event of clubs having equal results then the award will be shared. To qualify for consideration the team must have at least won their section.
The trophy will also only be awarded to a club whose members have participated in Border competitions to the satisfaction of the Border Executive. Should the conditions not be met the award will not be presented that year.
STANLEY MURPHY FLOATING TROPHY: MEN
206) The trophy will be awarded to the individual bowler who produces the best result in the South African National Singles Championship. In the event where two players have equal results the trophy will be shared. A player must at least have won the section and be in the last 64 or less. The Executive will be the sole judge of which player is to be given the award.
THE VICTRIX LUDORUM AND VICTOR LUDORUM FLOATING TROPHIES: WOMEN AND MEN
207) The trophy will be awarded annually to the Border bowlers, one Woman [Victrix Ludorum] and one Man [Victor Ludorum], who achieve during the past year the greatest number of allocated points in the listed Border Competitions of their respective gender.
The points will be allocated as follows:
o Championship Fours: Winner 70 points to each player, runner up 60 points each, third place 50 points each and fourth place 50 points each.
o Championship Triples: Winner 70 points to each player, runner up 60 points each, third place 50 points each and fourth place 50 points each.
o Championship Pairs: Winner 70 points to each player, runner up 60 points each, third place 50 points each and fourth place 50 points each.
o Championship Singles: Winner 100 points to each player, runner up 90 points, third place 80 points and fourth place 80 points.
o Mixed Pairs: Winner 70 points to each player, runner up 60 points each, third place 50 points each and fourth place 50 points each
NOTE: In the event that the play off for third and fourth does not take place then the points allocated for these two places will be combined and shared equally between the two players.
BORDER BOWLS COMPETITION RULES AND REGULATIONS
PREAMBLE
It should be appreciated that no code of laws governing a game has yet achieved such perfection as to cope with every situation that might arise and the code of laws governing the sport of bowls is no exception. Unusual incidents not definitely provided for in the Laws of the Sport of Bowls frequently occur. It is well, therefore, to remember that both the Laws of the Sport of Bowls and the Border Bowls Competition Rules and Regulations have been framed in the belief that true sportsmanship will prevail and that in the absence of any express rule or regulation in a given set of circumstances common sense will find a way to provide a happy solution to a knotty problem.
1 COMPETITION RULES AND REGULATIONS
1.1 The BB Competition Rules and Regulations, called Bye-Laws, are specific Rules and Regulations that are approved by the Executive and ratified by Council for the purpose of governing the basis on which district competitions must be contested and they shall be binding on and shall be strictly adhered to by all district bodies, Sub-Districts, Clubs and individual players.
Drawn up subject to the conditions of Bowls SA Domestic Regulations and General Conditions of Play – as per Laws of the Sport of Bowls – Third Edition.
1.2 The Executive of the Association shall adjudicate on any dispute relative to the rules of play in the district competitions according to the Laws of the Sport of Bowls, the Constitution of BB and the BB Competition Rules and Regulations. Should these rules and regulations not be adhered to, then the BB executive shall have the right to deduct points or if necessary scratch or suspend the offending party.
1.3 The Secretary of BB shall furnish every club with a copy of the Rules and Regulations and of amendments made from time to time. It shall be incumbent on office bearers of all Clubs and their Executive Committee to acquaint the members of the clubs with these Rules and Regulations and to assist in upholding the provisions therein.
1.4 The District Competition Secretaries shall:
1.4.1 approach all affiliated clubs calling for entries to official competitions, championships or league fixtures and include conditions of play for the relevant competition.
1.4.2 send notification of pending fixtures allowing sufficient time to receive in return from the clubs all the entries, by the stipulated closing date for entries. Where Sub-Districts administer the first stages of any Championship event, all entry forms detailing players and the BOWLS SA Registration Numbers are to be submitted to the District Executive by the closing date of the competition.
1.4.3 organise the draw for the event, in co-operation with the Competition Committees. In the event that the number of entries is insufficient to play down to the last sixteen (16), as stipulated in the relevant bye-law, the Competition Committee shall have the authority to adjust the draw of qualifiers in order to suit the circumstances.
1.4.4 in all Championships/Competitions promoted by the Association, should there be three teams or individuals in a section or a playoff, the winner shall be determined by a Round Robin, namely A shall play B, the loser shall play C, C shall play the winner of A or B.
1.4.5 pay attention to the current BOWLS SA Constitution and in particular to Paragraph 11 which deals with Subscriptions and Levies. The relevant section 11.1.1 covering the payment of Subscriptions inter alia includes the following sentence “In the case of Dual Members such subscriptions will be payable at the member’s first call club at which the member is registered to play District Competitions.”
Players however cannot play Championship Pairs, Championship Singles or Border League for more than one club and will have to play out of their “first call” club for these events. i.e. where their annual BOWLSA subscription is paid.
1.4.6 prepare charts and other records required for the staging of the event.
1.4.7 arrange the fixtures to be played at a venue and on a date and at a time as decided by the Executive and subject to the conditions as laid down by the Executive.
1.5 If a player or a club who has submitted an entry withdraws after the draw for an event has taken place, the entry fee will be forfeited and paid into the bank account of BB.
1.6 If a player or a team has officially entered but fails to play in a scheduled match then the match will be awarded to the opposing player or team.
1.7 Competitors shall be allowed THIRTY (30) minutes grace after the stipulated time for the starting or continuing of a competition, and unless an explanation satisfactory to the presiding official or umpire is given, the offending players shall be deemed to have scratched and the points shall be awarded to their opponents.
1.8 If a player or a team fails to make an appearance at the competition for which they are officially entered without a valid reason or fails to commence or complete the match without a valid reason they will not be allowed to submit an entry in the following season for that particular competition.
1.9 In the event that a player or a team withdraws due to unforeseen circumstances deemed by the Executive to be valid or is disqualified before a competition, championship or league fixture is completed, the scores that have been recorded for or against that player or team shall be expunged from the records.
1.10 The delegated Executive Member of the Association or his nominee who is present at the playing venue of each competition shall be the Controlling Body for that competition and shall decide whether a match shall be commenced or continued because of inclement weather or unforeseen circumstances, provided that:
1.10.1 any action taken shall be immediately reported to the respective District Competition Secretary.
1.10.2 players shall not leave the premises until authorised to do so by the official in charge who shall obtain the prior authority of the respective District Competition Secretary so to act.
1.11 Should adverse weather conditions or any other special circumstances prevent the commencement or completion of any match then at its discretion the Executive shall extend the dates of play. Any match which is incomplete or postponed owing to inclement weather conditions shall be completed on or before a date fixed by the Executive Committee. All interrupted games shall be resumed from the last completed end at which play was stopped, irrespective of the number of ends played.
1.12 In order to complete an interrupted competition, notwithstanding the specific rules applicable to each competition, the Controlling Body may in exceptional circumstances reduce the number of ends to be played in a match to a minimum of 15 ends or reduce the number of shots to be scored in a match. In the event of a game having progressed beyond the stipulated minimum of 15 ends the results, as at the last completed end will be the final score.
1.13 A club or player feeling aggrieved by any decision of an Umpire based on alleged misinterpretation of the Laws of the Sport of Bowls or conditions of the competition or tournament, may appeal through his Club in writing to the Association who shall review the circumstances and adjudicate upon them. No protest in connection with the result of a game or match or an alleged infringement of the Laws of the Sport of Bowls during the playing of the game shall be considered unless it is made to the Umpire in the first instance. Subsequent play must proceed and the scorecards noted accordingly. On receipt of the protest, the Umpire shall take steps within FORTY EIGHT (48) hours to bring the protest to the notice of the Executive of the Association.
1.14 The official in charge at the staging club shall refer any contentious matters or incidents arising during the playing of any competition to the respective District Competition Secretary.
1.15 The official on duty for the competition shall deliver or hand all scorecards to the respective District Competition Secretary no later than the Monday morning following the competition.
1.16 The District Competition Secretary need keep the scorecards for a period of only one month but shall keep as a permanent record in a retrievable form the results of the final rounds of the last 16 or last 8 players.
1.17 If the organisation and running of any round of a fixture is delegated to a club or clubs then BB shall, after an inspection and notwithstanding any consultation with the green keeper, have the power to instruct the club as to which green or greens shall be used for play.
1.18 Clubs where BB matches are scheduled to take place will be responsible for the:
1.18.1 proper condition of the greens and will lay them out as required by BB. If a club has made its green available for a BB fixture and is of the opinion that its green will not be suitable or ready for that fixture, the club concerned shall inform the relevant Competition Secretary at least fourteen (14) days before the proposed date for such fixture. The Competition Secretary shall then allot the fixture to another club and inform all the participants and officials of the change in venue.
1.18.2 provision of the ancillary equipment that is required on and around the green in order to stage the event and play the game.
1.18.3 appointment of Technical Officials for the event, although they are at liberty to approach the BB Standing Committee for Technical Officials for assistance in this regard
1.18.4 catering arrangements of an acceptable standard.
1.18.5 provision and the management of suitable bar facilities.
1.18.6 collection of green fees from the players, who shall pay the green fees as approved from time to time at the Annual General Meeting.
1.19 A separate or collective prize giving function for all events will be held at a venue, date and time as determined by the Executive Committee.
1.20 The Treasurer shall ensure that money donated for competition prizes is used solely and entirely for
that purpose.
1.21 The recipient of any award in the form of a trophy shall ensure that the nominated official engraver of BB correctly engraves the trophy. BB will issue an official invoice in order to pay for the engraving, but this invoice is only valid for 7 days after which time the club and/or the recipient shall be held liable for the cost of the engraving.
1.22 The club or an individual club member who wins any floating trophy may retain it for a period of one (1) year until the next prize giving, for which occasion it must be handed to the District Competition Secretary in a suitably pristine condition and in good time for the next presentation but not later than one week before the next same event.
1.23 The person accepting any trophy shall acknowledge receipt of that trophy on the occasion of its presentation by signing the Register of Trophies held by the relevant District Competition Secretary.
2 DRESS FOR COMPETITIONS
In accordance with BOWLS SA dress regulations as amended from time to time by BOWLS SA the following will apply:
In all representative matches, other than social games and club competitions, players shall wear either white or cream clothing as specified hereunder. Coloured clothing may be worn subject to all members of a team being uniformly dressed. Controlling Bodies may authorise variations in these clothing specifications from time to time. Furthermore, the Controlling Body shall have the right, even retrospectively, to decide any variation in dress unacceptable, after which such variation in dress shall not be worn.
2.1.1.1 Men
2.1.1.1.1 Headwear, if worn, may have approved insignia or hatbands, can be club approved headwear.
2.1.1.1.2 Shirts shall have conventional collars and be adequately buttoned, can be club approved
2.1.1.1.3 Full length Trousers or Tailored Shorts (knee length) which must have a zip and pockets may be worn, or shorts approved by Bowls SA. (Under no circumstances shall cargo. Combat, draw string, denim trousers or rugby shorts be permitted). Ankle socks, predominately white. Must be worn with shorts. Long socks (Golf hose) are excluded from this dispensation.
2.1.1.1.4 It is now acceptable for individual members in a team event to wear either long or short pants in the same team during competitive play.
2.1.1.1.5 Teams must be uniformly dressed in terms of colour i.e. all the bottoms and all the tops are to be the same colour. This also applies to mixed team events where the team members are required to be uniformly dressed. That if the men are wearing white / cream pants the women must be similarly attired.
2.1.1.1.6 Players, Umpires and Markers shall wear conventional shoes or sport shoes which have continuous smooth soles or sole with a channel rise in the middle of the sole. As long as the sole is clearly in one piece and the heel area does not sit at a different height to the front of the shoe. To assist in traction the sole can have indented grooves up to 2 mm (thickness of a matchstick) but no protuberances. The width of the rear part of the shoe shall be at least 50% of the widest part of the sole. Conventional sandals are acceptable providing they have a back strap. The National Authority reserves the right to allow or disallow the use of specific colours and brands of footwear.
2.1.1.2 Women
2.1.1.2.1 Headwear, if worn, may have approved insignia or hatbands.
2.1.1.2.2 A bowling dress with collar or skirt, divided skirt, walking shorts or slacks and a blouse with collar is permissible provided they are not manufactured from Lycra or any other clinging material. No slacks with side leg pockets or fancy trim is allowed.
2.1.1.2.3 Teams must be uniformly dressed in terms of colour i.e. all the bottoms and all the tops are to be the same colour. This also applies to mixed team events where the team members are required to be uniformly dressed. That if the men are wearing white / cream pants the women must be similarly attired.
2.1.1.2.4 Players, Umpires and Markers shall wear conventional shoes or sport shoes which have continuous smooth soles or sole with a channel rise in the middle of the sole. 2.1.5 All controlling bodies should accept manufacturers branding on bowling apparel provided the manufacturers logo and any coloured lining or coloured flashes on piping and elsewhere do not in total exceed 5% of the visible surface of the garment.
2.2 Controlling bodies may authorise reasonable variations in these dress regulations and shall have the right, even retrospectively, to declare any variation in dress, as unacceptable and thereafter such variation in dress shall not be worn again.
The Controlling bodies for dress shall be:

3 COMPETITIONS
"A" BORDER FOURS CHAMPIONSHIP: WOMEN AND MEN
The Championships will be contested on the following basis:
The championship shall be open to any number of teams of four players plus one reserve from any member club who shall all be members of the same club. The members and any known reserve must be declared prior to the start of the first game. In the event of a team not having a declared reserve and their team becomes a member short then Law 51.9, Law 46 and Domestic Regulations and General Conditions of Play, page 4 will apply.. Teams may not however under any circumstances have more than five eligible players in the team.
Entries shall be made through the Club Secretary on the official entry form and shall be accompanied by the laid down entry fee.
The Championship shall be played on days as decided by the Executive Committee.
The official score card recording the players of the team must be completed by the Skip of the team prior to the commencement of each game.
If the Championship is to be administered during the first stages by the Sub-Districts then the Sub-Districts are to submit all entry forms to the Executive of the Association by the closing date for each championship. The Executive will then advise the Sub-Districts of the number of teams that will qualify for play in the last 8, or16. This will be proportional and calculated on the total number of entries received for the competition.
The Sub-District Executive will then draw the entries into sections and play on the league system. Where appropriate seeding may take place.
The final stages of the competition (last 16) will be an open draw by the Border Executive, but where appropriate seeding may take place, and will be on the knock out system.
In the event of the Championship not being administered by the sub districts, play will be on consecutive days at a venue decided by the Border Executive.
Teams will be drawn in Sections and there will be one winner per section.
The section winner play off will be on the knock out system.
Games will consist of 21 ends, unless otherwise decided by the controlling body. In the event of a tie after the twenty first end in the knock out stages, an extra end will be played to decide the winner.
Depending on the entries received and any other relevant issue, the Executive will decide on whether there will be a play off for third and fourth positions by the losing semi finalists.
In the Women's event the winner will receive the Floating Trophy and the runner up the Mabel Fuller Trophy.
In the Men's event the winner will receive the Clarke Cup and the runner up will receive the Lou Levine Trophy.
Cash or other prizes will be awarded at the discretion of the Executive.
Any scratching from the event must be advised to the relevant Competition Secretary of Border Bowls.
"B" BORDER TRIPS CHAMPIONSHIP: WOMEN AND MEN

In the Women's event the winner will receive the Madge Strickland Floating Trophy and the runner up the Judy Armist Floating Trophy.
In the Men's event the winner will receive the Ben Wolk Memorial Trophy and the runner up will receive the Cyril Sinclair Floating Trophy.
Cash or other prizes will be awarded at the discretion of the Executive.
Any scratching from the event must be advised to the relevant Competition Secretary of Border Bowls.
"C" BORDER PAIRS CHAMPIONSHIP: WOMEN, MEN and MIXED
The Championships will be contested on the following basis:
The championship shall be open to any number of teams of two players and one registered reserve from any member club, who shall be fully registered members of the same club and accordingly pay their annual levies through that club. then Law 33.9, Law 39 and Domestic Regulations and General Conditions of Play, page 4 will apply.
Entries shall be made through the Club Secretary on the official entry form and shall be accompanied by the laid down entry fee.
The Championship shall be played on days as decided by the Executive Committee.
The official score card recording the players of the team must be completed by the Skip of the team prior to the commencement of each game.
If the Championship is to be administered during the first stages by the Sub-Districts then the Sub-Districts are to submit all entry forms to the Executive of the Association by the closing date for each championship. The Executive will then advise the Sub-Districts of the number of teams that will qualify for play in the last 8 or 16. "D" BORDER SINGLES CHAMPIONSHIP: WOMEN AND MEN
The Championships will be contested on the following basis:
The championship shall be open to any fully registered bona fide member of any member club and who accordingly pay their annual levies through that Club.
Entries shall be made through the Club Secretary on the official entry form and shall be accompanied by the laid down entry fee.
The Championship shall be played on days as decided by the Executive Committee.
If the Championship is to be administered during the first stages by the Sub-Districts, the Sub-Districts are to submit all entry forms to the Executive of the Association by the closing date for each championship. The Executive will then advise the Sub-Districts of the number of players who will qualify for play in the last 8 or 16. This will be proportional and calculated on the total number of entries received for the competition.
The Sub-District Executive will then draw the entries received and depending on local circumstances either play on a league basis or knock out system. Where appropriate seeding may take place.
The final stages of the competition (last 8 or 16) will be an open draw by the Border Executive, will be on the knock out system, where appropriate seeding may take place,
In the event of the Championship not being administered by the sub districts, play will be on consecutive days at a venue decided by the Border Executive and under the same conditions as provided for in Paragraph 52.
Players will not be required to play more than three rounds on any one day.
Games will consist of twenty-one (21) shots. In the event of play being conducted on a League basis the winner will be decided first on points and if there are more than one player with the same number of points, then the net total of shots, refer Law 27 of the Laws of the Sport of Bowls.
Players will not be permitted to approach the head until each player has played a minimum of three bowls unless the circumstances at the head are of such a nature that the Marker needs to invite the players to examine the position of the bowls.
No substitute for a competitor already entered shall be permitted after the draw has been done.
Depending on the entries received and any other relevant issue, the Executive will decide on whether there will be a play off for third and fourth positions by the losing semi finalists.
In the Women's event the winner will receive the Judy Armist Floating Trophy together with the Border Singles Gold Broach for a period of one year. The runner up will receive the Executive Floating Trophy.
In the Men's event the winner will receive the Mager Cup and the runner up will receive the Kirsh Cup.
Cash or other prizes will be awarded at the discretion of the executive.
Any scratching from the event must be advised to the relevant Competition Secretary of Border Bowls.
"E" BORDER SENIOR SINGLES CHAMPIONSHIP: WOMEN AND MEN
The Championships will be contested on the following basis:
It shall be open to any number of bona fide members from any member club who shall be at least sixty (60) years of age on the 31 December of the previous year.
Entries shall be made through the Club Secretary on the official entry form and shall be accompanied by the laid down entry fee.
The Championship shall be played on days as decided by the Executive Committee.
If the Championship is to be administered during the first stages by the Sub-Districts, the Sub-Districts are to submit all entry forms to the Executive of the Association by the closing date for each championship. The Executive will then advise the Sub-Districts of the number of players who will qualify for play in the last 8, 16 or 32. This will be proportional and calculated on the total number of entries received for the competition.
The Sub-District Executive will then draw the entries received and depending on local circumstances play either on a league basis or the knock out system. Where appropriate seeding may take place.
The final stages of the competition (last 16) will be an open draw by the Border Executive, but where appropriate seeding may take place, and will be on the knock out system.
In the event of the Championship not being administered by the sub districts, play will be on consecutive days at a venue decided by the Border Executive and be on the same basis as provided for in Paragraph 67.
Players will not be required to play more than three rounds on any one day.
Games will consist of twenty-one (21) shots. In the event of play being conducted on a League basis the winner will be decided first on points and if there are more than one player with the same number of points, then then the net total of shots, refer Law 44 of the Laws of the Sport of Bowls.
Players will not be permitted to approach the head until each player has played a minimum of three bowls unless circumstances at the head are of such a nature that the Marker needs to invite the players to examine the position of the bowls.
No substitute for a competitor already entered shall be permitted after the draw has been done.
Depending on the entries received and any other relevant issue, the Executive will decide on whether there will be a play off for third and fourth positions by the losing semi finalists.
In the Women's event the winner will receive the Edith Greenwood Floating Trophy and the runner up the Grace Clarke Floating Trophy.
In the Men's event the winner will receive the Stevenson Mitchell Cup and the runner up the Jenkelson Cup.
Cash or other prizes will be awarded at the discretion of the executive.
Any scratching from the event must be advised to the relevant Competition Secretary of Border Bowls.
"F" BORDER NOVICE SINGLES CHAMPIONSHIP: MIXED OR WOMEN AND MEN
The Championship will be contested on the following basis:
It shall be open to any number of bona fide members of member clubs who have been registered as bowlers for a period of three (3) years or less.
Players who have won a Border or other District Single Championship event will not be eligible to enter.
Entries shall be made through the Club Secretary on the official entry form and shall be accompanied by the laid down entry fee.
The Championship shall be played on days as decided by the Executive Committee.
If the Championship is to be administered during the first stages by the Sub-Districts, the Sub-Districts are to submit all entry forms to the Executive of the Association by the closing date for each championship. The Executive will then advise the Sub-Districts of the number of players who will qualify for play in the last 8 or 16. This will be proportional and calculated on the total number of entries received for the competition.
The Sub-District Executive will then draw the entries received and depending on local circumstances play either on a league basis or the knock out system. Where appropriate seeding may take place.
The final stages of the competition (last 16) will be an open draw by the Border Executive, but where appropriate seeding may take place, and will be on the knock out system.

"G" CLUB CHAMPION OF CHAMPIONS PAIRS: WOMEN AND MEN
The Championships will be contested on the following basis:
It shall be open to any fully registered bona fide pairs combination from any member club who has won the Pairs Championship of that Club during the current season.
No reserve or substitute shall be permitted at the time of the commencement of the competition at Club level.
To qualify for the event pairs must have played a minimum of two games to win the Club Championship.
Entries shall be made through the Club Secretary on the official entry form and shall be accompanied by the laid down entry fee and a copy of the chart of the club pair’s competition for that year. The Championship will be played on days as decided by the Executive Committee.
Any scratching after the entry has been received must be notified to the relevant Competition Secretary without delay.
Teams shall be drawn into sections on the league system. There will be one winner per section and the section play-off will be on the knock out system.
Games will be played on the four by four method and shall consist of twenty one (21) ends or as decided by the controlling body.
Depending on the entries received and other relevant issues, the Executive will decide on whether there will be a play-off for third and fourth positions by the losing semi-finalists.
The winners of the Women’s event will receive the Struthers Owen Floating Trophy and the runner up the Members Floating Trophy.
The winner of the Men’s event will receive the Arthur Laing Memorial Trophy.
Cash or other prizes will be awarded at the discretion of the Executive.
"H" CLUB CHAMPION OF CHAMPIONS SINGLES: WOMEN AND MEN
The Championships will be contested on the following basis:
It shall be open to any fully registered bona fide player of a member Club who has won the Singles Championship of that Club during the current season.
To qualify for the event the player must have played at least two games in the Club Championship.
Entries shall be made through the Club Secretary on the official entry form and shall be accompanied by the laid down entry fee and a copy of the chart of the Clubs singles competition for that year.
The Championship will be played on days as decided by the Executive Committee.
Entries will be drawn into sections on the league system. There will be one winner per section and the section play off will be on the knock out system.
Any scratching after entries have been received must be notified to the relevant Competition Secretary.
Games will consist of twenty-one (21) shots. In the event of play being conducted on a League basis the winner will be decided first on points and if there are more than one player with the same number of points, then then the net total of shots, refer Law 27 of the Laws of the Sport of Bowls.
Players will not be permitted to approach the head until each player has played a minimum of three bowls unless circumstances at the head are of such a nature that the Marker needs to invite the players to examine the head.
Depending on the entries received and other relevant factors, the Executive will decide on whether there will be a play off for third and fourth positions by the losing semi-finalists.
The winner of the women's event will receive the Nelson Trophy and the Marion Waddel Floating Gold Broach. The runner up will receive the Closenberg Trophy.
The winner of the men's event will receive the Ellis Brown Shield.
Cash or other prizes will be awarded at the discretion of the Executive.
"I" MASTERS SINGLES CHAMPIONSHIP: WOMEN AND MEN
The Championships for women and men will run concurrently but as separate events and be contested on the following basis:
There will be twelve players each year in the Women’s Masters Singles and twelve players in the Men's Masters Singles who shall be selected by the Border Selectors.
The current winner of the Border Open Champion Singles, Border Senior Championship Singles, Border U25 Championship Singles and U25 Masters Singles in that year, and the winner of the previous years Masters Singles, will be automatic selections of each twelve.
The Championship will be played on days as decided by the Executive Committee.
The players will be drawn into two sections of six (6) each and be played on the league system.
The games will consist of twenty-one (21) shots. In the event of play being conducted on a League basis the winner will be decided first on points and if there are more than one player with the same number of points, then then the net total of shots, refer Law 27 of the Laws of the Sport of Bowls.
There will be one winner per section.
Players will not be permitted to approach the head until each player has played a minimum of three bowls unless circumstances at the head are of such a nature that the Marker needs to invite the players to examine the position of the bowls.
The tournament will be arranged and carried to its conclusion by the Border Bowls Executive.
The two section winners will play in the final and the runners up will play for third and fourth position.
The winners of the Women’s Masters will receive the Border Masters Singles Trophy and the runner up will receive the Gwen van Heerden Floating Trophy.
The winner of the Men's Masters will receive the Snowflake Trophy and the runner up the Perm Trophy.
Cash or other prizes will be awarded at the discretion of the Executive.
"J" COOK SHIELD: WOMEN
Due to a lack of interest in this competition, it has been withdrawn from the list of Ladies competitions and is combined with the Ladies Sevens Competition to form a Ladies Border League, see under “L”
"K" NOMINATED FOURS: WOMEN

“L” LEAGUE
The League will consist of the following divisions:
Premier League
First League
Second League
Or as many as decided upon by Border Bowls
The league will be played on the following basis:
PREMIER LEAGUE:
This league will consist of ONE section of Six sides, having TWO teams of FOUR players in each side.
No club shall have more than ONE side in the section.
FIRST LEAGUE
This league will consist of ONE section of Six sides, having TWO teams of FOUR players in each side.
No club shall have more than TWO sides in the section.
SECOND LEAGUE ONWARDS
This league will consist of one section of six teams of FOUR wishing to enter with the format of play being decided on by the Executive after entries have been received.
Clubs may have more than ONE team in these leagues.
There shall be no afternoon tea break.
Ladies league may be differently categorised and run on consensual agreement. General rules to apply
MEN and LADIES INTER-CLUB LEAGUE
These competitions shall be Inter – Club competitions to be run on a league basis, the format to be decided by the Executive and are to be played under the following By – Laws.
A player may play in more than one league during the same calendar year .
A player may only represent one club during a calendar year in the Border league
Each Club shall appoint a Captain for each side or team entered.
All teams in each side shall play at the same venue, preferably on adjoining rinks and the Executive shall, as far as possible, arrange for a side to play alternately at its own Club and the Club of its opponents.
Except as provided for in clause 153 hereof, each match shall consist of twenty-one (21) ends, unless prior to the match the Executive have decided for good reason that a lesser number of ends shall be played.
There shall be no afternoon tea break.
Scoring Premier and First league MEN
3 sets of 7 ends = 1 point per set.(x2)
2 points per game for a win ( 1 point each if peeled )(x2)
3 bonus points on shot difference .
Total 13 points per game.
Second league down to sixth league MEN.
3 Sets of 7 ends = 1 point per set.
2 points per game for a win ( 1 point each if peeled)
Total 5 points.
LADIES.........
All leagues.
3 sets of 7 ends = 1 point per set
2 points for a win ( 1 point each for a peel )
Should it not be possible because of adverse weather, or for any other reason for all teams in a match to complete twenty-one (21) ends during ONE (1) playing session (i.e. in one morning or one afternoon) the match shall be deemed to have been completed if all teams in the side have completed at least fifteen (15) ends. The score for each game shall be taken at the last completed end of each individual game. Should the match not be completed or not played at all the total points shall be shared equally by both sides. ( i.e. 2.5 points each.)
In the event of adverse weather the Controlling Body of the hosting Club shall have full jurisdiction over the decision of play.

Each side playing at its home Club shall be responsible for notifying the results of the match to the Association’s office as per the instructions on the cover sheet accompanying the draw.
Should a Club include an ineligible player in any of its teams, the side or team shall not receive any points for the game and TWO (2) points shall be awarded to its opponents.
A substitute from the same Club, as the player being substituted, may be utilised in the event of illness occurring before or during play. In the event of no suitable substitute being available then play should continue with the remaining three players from that team, with the lead playing four bowls. No interchange of players between the two teams may take place. Scoring to be based on regulation 39.2.2.2 of Laws of the Sport of Bowls.
Should a side fail to appear within 30 minutes after the appointed time for the commencement or resumption of the match: If such side has a reason acceptable to the Executive for its failure to appear, the Executive shall decide if, when and where such a match shall be played or resumed.
Morning Starting Time: 09:00 and afternoon 14:00. Clubs can choose to start earlier if both clubs agree and permission is granted by the secretary of Border Bowls after consultation with the BB President. Morning Hosting clubs to provide tea.
Alternative dates can be arranged between clubs, providing these dates are agreed by both clubs and will be played before the end of the league. The secretary of BB must be informed in writing and after consultation with the BB President, the secretary will reply in writing.
If such side has no reason acceptable to the Executive for its failure to appear, the Executive may award the match to the opposing side, giving it full points.
If a side or one of the teams in a side fail to appear for a match, the Executive shall immediately call for an explanation in writing from that side’s Club. If the explanation is not acceptable to the Executive it may debar the members responsible from playing in some or all the Associations Competitions for a period not exceeding THREE (3) years. The Executive shall award full points to the opposing side.
Should any dispute occur which cannot be settled by the Captains, such disputes shall in the first instance be referred to the Umpire on duty and thereafter dealt with in terms of Law 1.13 of the Executive within SIX (6) days of the completion of the match and the decision of the Executive shall be final and binding. Home clubs to provide umpires where possible. Should a home club not have a non-playing umpire a club player playing who is a registered umpire can be nominated before play to assist on the same green.
The winner of each league shall be the side with the most points, but should TWO (2) or more sides have equal points, the winner shall be the side with the highest net score.
Should an affiliated Club enter an additional side than in the previous year, that side shall be placed in the lowest league, unless the Executive decides otherwise.
Should one or more Clubs enter less sides than in the previous year, the Executive shall have the power to promote more than two sides from each league so affected.
Should it be necessary to restructure the leagues, the Executive shall have the power to promote or relegate more than two sides from each league.
The number of leagues shall be determined by the Executive depending upon the number of entries.
An affiliated Club may enter as many sides as they desire, however no Club shall have more than one side in the Premier League.
Clubs may twin if unable to field a side in order to play in the Premier, First or Second Leagues provided that players in each team is affiliated to the same “Mother Club” This also applies to the Third and following leagues in making up one side. This is subject to the approval of BB.
Promotion and Relegation
a) At the conclusion of the League, Promotion/Relegation will be automatic.. The winning team of each league shall play in the higher league in the following and the loser will move to a lower league.
b) If a club wins the 1st League but already has a side in the Premier League, then no Promotion/Relegation match will take place.
c) Should a side finishing at the top of a division and decline to be promoted then the side remains in that division. No other side may substitute this position.
167) Promotion relegation will apply .The side ending at the bottom of a league will automatically be relegated to the lower league and the side that came first in the lower league will be promoted to the next league.
SPECIAL COMPETITION AWARDS
Border Bowls may only present these awards provided that the specified requirements are met for each of the Competitions.
ISOBEL DUNCAN-BROWN SHIELD: WOMEN
187) The shield shall be awarded to the Border Club Four’s team that produces the best performance at the annual South African National Championship. In the event where two teams have equal results the award will be shared. To qualify for consideration the team must have at least won their section. The Shield will also only be awarded to a club whose members have participated in Border competitions to the satisfaction of the Executive. Should these requirements not be met the award will not be presented that year.
WINNIE WEBSTER TROPHY: WOMEN
204) The trophy will be awarded to the individual bowler who has produced the best results in the annual South African National Singles Championship or Veteran Singles Championship. To qualify for consideration the player must have at least won the section and be in the last 64 or less. The Executive will be the sole judge of which player is to be given the award. Should the requirements not be met the award will not be presented that year.
EDGAR GOLDHILL TROPHY: MEN
205) The trophy will be awarded to a Border Club Four’s team that produces the best results at the annual South African National Championship. In the event of clubs having equal results then the award will be shared. To qualify for consideration the team must have at least won their section.
The trophy will also only be awarded to a club whose members have participated in Border competitions to the satisfaction of the Border Executive. Should the conditions not be met the award will not be presented that year.
STANLEY MURPHY FLOATING TROPHY: MEN
206) The trophy will be awarded to the individual bowler who produces the best result in the South African National Singles Championship. In the event where two players have equal results the trophy will be shared. A player must at least have won the section and be in the last 64 or less. The Executive will be the sole judge of which player is to be given the award.
THE VICTRIX LUDORUM AND VICTOR LUDORUM FLOATING TROPHIES: WOMEN AND MEN
207) The trophy will be awarded annually to the Border bowlers, one Woman [Victrix Ludorum] and one Man [Victor Ludorum], who achieve during the past year the greatest number of allocated points in the listed Border Competitions of their respective gender.
The points will be allocated as follows:
o Championship Fours: Winner 70 points to each player, runner up 60 points each, third place 50 points each and fourth place 50 points each.
o Championship Triples: Winner 70 points to each player, runner up 60 points each, third place 50 points each and fourth place 50 points each.
o Championship Pairs: Winner 70 points to each player, runner up 60 points each, third place 50 points each and fourth place 50 points each.
o Championship Singles: Winner 100 points to each player, runner up 90 points, third place 80 points and fourth place 80 points.
o Mixed Pairs: Winner 70 points to each player, runner up 60 points each, third place 50 points each and fourth place 50 points each
NOTE: In the event that the play off for third and fourth does not take place then the points allocated for these two places will be combined and shared equally between the two players.
